Dear Resident or Landowner of Brandon Township:
The Brandon Township Board of Supervisors wants to inform the residents and landowners on 259th St. between highway 11 and the EROS road that we plan on doing some major repair work on these 4 mile this spring/summer. The work to include cleaning and reconstructing ditches, pulling in shoulders, cleaning and replacing culverts on driveways and field approaches, graveling roads and reseeding ditches.
We will also discuss farming the right of way. It is against the law (South Dakota Codified Law SDCL 31-32-7) to farm the right of way on township roads. Doing so creates a liability for the Township, the landowner and the person doing the farming if other than the landowner.
Along the same lines, SDCL31-31-2 says it is the landowners' responsibility to remove weeds, trees, and brush or the township can have this done and assess it to the property taxes. SDCL 31-32-3.1 says it is against the law to dump any material or cargo in the right of way and that include rocks and other debris.
Please help us to keep our township roads in good shape and make them safe for the motoring public. Doing so will mean we will have to spend less tax dollars dealing with violations of these section of codes.
The annual meeting of the Brandon Township is Tuesday, the 4th of March 7:00pm at the Township hall in Corson SD. Please try to attend and voice you concerns and help us discuss these issues and come to a reasonable conclusion.

Notice is hereby given that sealed bids will be received at the George A. Gulson Administrative Center of the Brandon Valley School District 49-2, 300 South Splitrock Boulevard, Brandon, South Dakota, until 3:00 p.m. local time on the sixth day of March 2014, for the Fire Escape Replacement at Valley Springs Elementary School of the Brandon Valley School District, in accordance with the Construction Documents prepared by Architecture Incorporated.
Sealed proposals will be received at the office of the Superintendent, until 3:00 p.m. March 6, 2014 local time. Immediately thereafter proposals will be opened publicly and read aloud. Bids received after said time will be returned unopened. Oral, telegraphic, or telephone proposal and modifications will not be considered. Proposals shall not be withdrawn by any bidder for a period of thirty (30) calendar days after opening of bids. Proposals submitted on forms other than the one provided will not be considered.
The Board of Education will review the bids received and pass upon them at a regular or special Board meeting to be held no later than thirty (30) days following the bid opening.
The Board of Education of the Brandon Valley School District 49-2, reserves the right to reject any and all proposals, to accept proposals it deems to be in its best interest, and to waive any or all informalities in bidding procedures.
By virtue of statutory authority, preference will be given to materials, products, and supplies found or produced within the State of South Dakota.

BRIEFING MEETING MINUTES
The Brandon City Council met in a briefing session at 5:30 p.m. on February 13, 2014 in the Council Chambers at 308 Main Avenue, Brandon, South Dakota. Present were Roger Brooks, Barb Fish, Mindy Hansen, Jo Hausman, Robert Smith and Mayor Larry Beesley. Others present were: City Administrator, Bryan H. Read; City Engineer, Paul Sanow, Stockwell Engineers, Inc.; and Public Works Director, Rollie Hoeke. Absent Blaine Jones.
The Council discussed the items on the agenda for the upcoming February 18, 2014 regular Council meeting. No formal action was taken.
At 6:20 p.m., having no further business, Mayor Beesley declared the briefing meeting ended.

ORDINANCE #510
AN ORDINANCE OF THE CITY OF BRANDON, SOUTH DAKOTA PROVIDING FOR REGULATION FOR DUMPSTERS/TRASH CONTAINERS AND GARBAGE FOR COMMERCIAL AND CONSTRUCTION SITES.
BE IT ORDAINED by the governing body of the City of Brandon, South Dakota that the following be added to the Brandon Municipal Code.
7-3-9 DUMPSTERS/TRASH CONTAINERS AND GARBAGE FOR COMMERCIAL AND CONSTRUCTION SITES
For all commercial zoned lots and construction sites, the following applies:
1. When not in use, all outside trash containers, garbage receptacles and dumpsters must be covered with a lid or screen;
2. The owner or agent whose property is being serviced must maintain the trash containers, garbage receptacles and dumpsters so that the content remains in the container, receptacle or dumpster and content does not create a nuisance;
3. The lot must be maintained free of garbage and trash that is not connected with that day's construction;
4. Placement regulations set forth in Brandon Ordinance 7-3-8 are complied with; and
5. Any person who violates these terms shall be subject to a fine of $50.00 for the first offense and $100 for each subsequent offense. Each day shall constitute a separate offense.

MINUTES
The Brandon City Council met in regular session at 6:00 p.m. on February 18, 2014, in the Council Chambers at 308 S. Main Avenue, Brandon, South Dakota. ORDINANCE #510 - TRASH CONTAINER REGULATIONS ON CONSTRUCTION SITES
Alderman Brooks moved Alderwoman Hausman seconded to give a second reading to Ordinance #510. TITLE: AN ORDINANCE OF THE CITY OF BRANDON, SOUTH DAKOTA PROVIDING FOR THE REGULATION FOR DUMPSTERS/ TRASH CONTAINERS AND GARBAGE FOR COMMERCIAL AND CONSTRUCTION SITES. A roll call vote showed Brooks, Fish, Hansen, Hausman, Jones and Smith aye. Motion carried.
MONTHLY PAYMENT OPTIONS FOR GOLF MEMBERSHIPS
The Golf Course Committee report was heard. Golf Course will begin offering a payment plan for golf memberships, season passes, cart leases and range passes. Payment will be done as a direct payment basis on the 15th of each month.
TASER PROPOSAL
The Police Committee report was heard. Chief Kull presented a proposal to purchase tasers for the department, as extra protection for the officers. Would be an approximate cost of $8,500.00. Alderman Jones moved Alderwoman Hausman seconded to approve the purchase of the tasers. Motion carried.
CONTRACT WITH SIOUX FALLS AREA HUMANE SOCIETY
Alderman Jones moved Alderman Smith seconded to approve the contract agreement between the City of Brandon and the Sioux Falls Area Humane Society for the year 2014. Motion carried.
POOL AND SUMMER RECREATION MANAGER AND WAGES
The Park & Recreation Committee report was heard. Alderwoman Fish moved Alderwoman Hausman seconded to approve the hiring of the following Pool and Summer Recreation staff. Motion carried.

TRACTOR BIDS - PARKS DEPARTMENT
The City received the following bids to replace the 1990 Ford 4630 tractor for the Parks Department. Alderwoman Fish moved Alderwoman Hausman seconded to approve the bid from Rock County Implement for $14,700.00. Motion carried.

The Administrative Committee report was heard. Alderwoman Hausman moved Alderwoman Hansen seconded to approve the preliminary plans for Thad-Tabor Estates, as approved by the Planning & Zoning Commission. Motion carried.
MEADOWBROOK TRAIL PROPOSAL
The Street Committee report was heard. A cost estimate was received to extend Meadowbrook Trail, between Sandstone Avenue and Heritage Road, at an approximate cost of $480,400.00, Ode's portion of cost being $332,700.00. Alderman Jones moved Alderman Brooks seconded for Stockwell Engineer's to submit a proposal to design and develop plans and specs for the project. A roll call vote showed Brooks, Fish, Hausman and Jones aye; Hansen and Smith voting nay. Motion carried.

The Water & Sewer Committee report was heard. Chemical bids were received for the year 2014. Alderwoman Hansen moved Alderwoman Hausman seconded to approve the chemical bids from Hawkins and DPC, for an estimated cost of $34,770.64. Motion carried.
