Ordinance change will allow Dumpsters on city streets

Dumpsters may be returning to a Brandon city street soon, but only under special circumstances.
At their June 15 meeting the Brandon Council gave Ordinance No. 453 it first reading; the second reading is scheduled for July 6. After publishing it two consecutive weeks, Ordinance No. 453 becomes effective.

The ordinance change was prompted by the requests of a few local homeowners asking for permission to place a Dumpster on the street, however, the city’s current law does not allow that.

“I was getting calls from people saying we have no place to put a Dumpster, and they didn’t want to put it on their yard,” explained Dave Swier, city building inspector. “Our (current) ordinance says ‘you will not park it on the street,’ so we wanted to give people an option, to say that it was OK to allow them to park it on the street with special permission.”

These types of requests, Swier said, are minimal.

“It’s one of those things, where if it’s a special case, I’ll go and look at it and make sure it’s a special case, and then we’ll allow it,” he said. “If it’s used once or twice a year, that’s probably all there’s going to be.”

In recent weeks, Swier had a request from a homeowner who was re-siding and re-shingling his home. “It’s an older home, so the driveway wasn’t long enough to set it (the Dumpster) on,” Swier said.

Swier proposed the permit to be valid for three to five days, however, the council didn’t decide a specific number of days at the first reading.

“It went from three to five to seven days,” Swier said. “I’m hoping they’ll give me the leeway to say I can determine how long they need.” Swier said factors such as weather or contractor scheduling may need to be considered.

City administrator Dennis Olson anticipates the permit will likely be approved as a three- or five-day permit, “probably only renewable due to bad weather, etc.,” he said.

Olson said a permit fee of $25 to $30 would also be imposed. The fee, he said, will be set by resolution.

Swier stressed the ordinance change will only be approved under special circumstances. “It’s good not to have Dumpsters in the street,” he said. “If we let people do that, they’ll leave them forever.”
