MINUTES
The Brandon City Council met in regular session at 6:00 p.m. on January 16, 2012 in the Council Chambers at 308 Main Avenue, Brandon, South Dakota. Present were Roger Brooks, Bob Bruning, Barb Fish, Mindy Hansen, Jo Hausman, Blaine Jones and Mayor Larry Beesley. Others present were: City Administrator, Bryan H. Read; Finance Officer, Dennis E. Olson; City Attorney, Lisa Marso; City Engineer, Jon Brown, Stockwell Engineers, Inc.; Clerk, Bonnie Nelson; and Public Works Director, Rollie Hoeke.
Alderman Brooks moved Alderwoman Hansen seconded to approve the agenda as revised. Motion carried.
Alderman Brooks moved Alderwoman Hausman seconded to approve the minutes of the December 29, 2011briefing meeting and the January 3, 2012 regular meeting. Motion carried.
Alderman Jones moved Alderman Brooks seconded to approve the following claims. Motion carried.

COMMERATING GOVERNOR WILLIAM J. JANKLOW
Alderman Brooks moved Alderman Jones seconded to adopt Resolution #03-12 commemorating the loss of Governor and U.S. Congressman William J. Janklow. A roll call vote showed Brooks, Bruning, Fish, Hansen, Jones and Hausman voting aye. Motion carried.
RESOLUTION #03-12
A CITY COUNCIL RESOLUTION, COMMEMORATING THE LOSS OF WILLIAM J. JANKLOW, FORMER SOUTH DAKOTA GOVERNOR AND U.S. CONGRESSMAN AND BRANDON CITIZEN.
WHEREAS, Brandon Community Library is a branch of Siouxland Libraries, which serves Sioux Falls and Minnehaha County: and
WHEREAS, The Brandon Community Library is connected to Brandon Valley High School, and construction of the library building in 2003 was paid for with federal and state grants, city funds and donations. William J. Janklow was key in obtaining much of the state and federal monies for this project, and
WHEREAS, William J. Janklow also participated in several Community Development Block Grants that aided in road and utility construction in Brandon's industrial parks, and
WHEREAS, William J. Janklow also participated in the formation of the Brandon Transit Bus system giving Brandon a grant for our first bus.
WHEREAS, William J. Janklow also gave a grant to help in the construction of the new Brandon Fire Department building.
NOW THEREFORE, BE IT RESOLVED, by the City Council of Brandon, South Dakota, that the City share in the reverence and the loss of William J. Janklow a man who did so much for the Citizens of State of South Dakota, and the City of Brandon.

The Golf Course Committee report was heard. Discussion was held on dating the season passes for the year 2013.
The Police Committee report was heard. A new speed board has been installed on Holly Boulevard and is up and running.
Park & Recreation Committee reports were heard. The next Park Advisory Committee meeting is scheduled for Wednesday, February 4th at 5:00 P.M.
RESOLUTION #02-12 - ELIMINATE CASH BALANCES
The Administration report was heard. Alderman Brooks moved Alderwoman Hausman seconded to adopt Resolution #02-12 that approves the funds must be transferred to eliminate the negative cash balances. A roll call vote showed Brooks, Bruning, Fish, Hansen, Hausman and Jones voting aye. Motion carried.

Various 2011building permits totaling 372 were reviewed. No formal action was taken.
PERSONNEL MANUAL CHANGES - RULES & GRIEVANCES
Alderman Jones moved Alderman Brooks seconded to adopt changes in the Personnel Manual regarding employee discipline and grievances; and police rules and procedures as presented. Motion carried.
SCHOOL WELLNESS CHALLENGE
The Council received a request from the Brandon Valley School District nurses to donate to the school wellness challenge. The City is also doing wellness challenges and it was the consensus of the Council to apply their efforts in that direction.
JEFF ECKHOFF DAY
Proclamation #2012-01 was read by Mayor Beesley declaring Friday, January 20th, as Jeff Eckhoff Day.
PROCLAMATION #2012-01
WHEREAS, the City of Brandon has been a member of Minnehaha Economic Development Association since its inception in 1991, and;
WHEREAS, the City of Brandon with the help of the Brandon Development Foundation and MCEDA has had a great deal of success developing our industrial parks, and;
WHEREAS, Jeff Eckhoff has been at the center of this success and has been the flag barer for MCEDA for the last fifteen and a half years, and;
WHEREAS, Jeff Eckhoff is leaving his position with MCEDA as of January 20, 2012, and;
WHEREAS, Jeff Eckhoff has shown admirable leadership, dedication and service to the City of Brandon by serving countless hours making our community a better place to live and work, and;
THEREFORE, in recognition of his dedication and service, on this his special day, I extend a "KEY TO THE CITY" to Jeff Eckhoff and;
ACCORDINGLY, by the virtue of the authority vested in me, as Mayor of Brandon, South Dakota, I hereby declare January 20, 2012, as JEFF ECKHOFF DAY

INFORMATION ON THE S.F. LEADING GREEN & SUSTAINABLE PROGRAM
Jerry Erickson appeared before the Council to present information on the Sioux Falls Leading Green & Sustainable Program and it's possible ramifications that will affect everyone in a five-county area. Tom Wilford, Marv's Sanitary Service, also addressed the Council with his concerns with the Green & Sustainable Program.
STOCKWELL'S MISCELLANEOUS PROJECTS CONTRACT
The Street Committee Report was heard. Alderman Brooks moved Alderwoman Hausman seconded to approve the contract with Stockwell Engineering for miscellaneous engineering services not to exceed $25,000.00. Motion carried.
SYLVAN CIRCLE IMPROVEMENTS - SECOND PHASE
The Water and Sewer Committee report was heard. The second phase of the street and utility improvement project is to begin this Spring. Stockwell's has scheduled a meeting January 31st at 6:00 p.m. with the Spearfish Drive and Crystal Place residents.
At 6:46 p.m. on a motion by Alderwoman Hansen seconded by Alderman Jones the meeting was adjourned.

BRIEFING MEETING MINUTES
The Brandon City Council met in a briefing session at 5:30 p.m. on January 12, 2012 at the Council Chambers at 308 Main Avenue, Brandon, South Dakota. Present were Roger Brooks, Bob Bruning, Barb Fish, Jo Hausman and Mayor Larry Beesley. Others present were: City Administrator, Bryan H. Read; Finance Officer, Dennis E. Olson; City Engineer, Paul Sanow, Stockwell Engineers, Inc.; Director of Human Resources, Dan Oakland; Police Chief Dave Kull; and Public Works Director, Rollie Hoeke. Absent Mindy Hansen and Blaine Jones.
The Council discussed the items on the agenda for the upcoming January 16, 2012 regular Council meeting. No formal action was taken.
At 6:15 p.m., having no further business, Mayor Beesley declared the briefing meeting ended.

NOTICE TO BIDDERS
Sealed bids shall be received by the City of Brandon, South Dakota, at the office of the Municipal Finance Officer of said city until 10:00 a.m. on February 2, 2012, when they will be publicly opened and read.
The project consists of purchasing chemicals for the water treatment plant and swimming pool. Copies of the specifications are on file at the Office of the Municipal Finance Officer a the Brandon City Hall, 302 Main Avenue, Brandon, South Dakota, 57005.
The bidder shall submit the proposal on the form prescribed and proposals will be rejected if they show any conditions or uncalled for alternate bids. All bids shall be on the basis of a 30 day cash payment account.
The City of Brandon reserves the right to delay a decision for the purchase for a period not to exceed 30 days after the date and time set for opening of the bids. The City of Brandon reserves the right to reject any or all bids or any parts thereof.
