The Board of Commissioners for the City of Valley Springs, South Dakota met in Regular Session on Tuesday, May 14th, 2013 at 7:00 pm at City Hall, 401 Broadway Ave.
The meeting was called to order by Acting President Carl Moss. Present: Commissioners Tami Jansma, Dean Helgeson, Carl Moss and Brian Staeffler. Others present: Ryan Nussbaum and Sandy Severtson, Greg Ford and Janice Gravning.
A motion was made by Helgeson, seconded by Staeffler to approve the agenda as stated. All voted yes. Motion carried.
A motion was made by Jansma, seconded by Staeffler to approve the April minutes. All voted yes. Motion carried.
A motion was made by Helgeson, seconded by Jansma to approve the claims and payroll as presented. All voted yes. Motion carried.

Janice from SECOG was present to explain a change that DENR recommended in the Ratemaker Water and Wastewater Utility Analysis Report. The Board continued to discuss how much to raise the Water/Sewer Rates. The discussion will continue at the June meeting.
Greg Ford from the BV Baseball Association was present to inform the board that they were ready for the poles for the safety nets at Legion Park that the Board had previous approved purchasing.
Due to Mayor Neal Scadden's death on April 20th, 2013, a motion was made by Staeffler, seconded by Jansma to appoint Carl Moss as Mayor to fill out Neal Scadden's term which expires in May, 2014. All voted yes. Motion carried.
Carl Moss took the Oath of Office for a one-year Mayor position and Incumbent Brian Staeffler took the Oath of Office for an additional five-year term as Commissioner.
A motion was made by Helgeson, seconded by Jansma to adjourn and reconvened under the
new Commission. All voted yes. Motion carried. Present: Commissioners Helgeson, Jansma, Staeffler and Mayor Moss.
A motion was made by Helgeson, seconded by Jansma to appoint Don Finstad, CPA as City Auditor for the following year. All voted yes. Motion carried.
A motion was made by Jansma, seconded by Staeffler to appoint Sandy Severtson as Finance Officer for the following year. All voted yes. Motion carried. Finance Officer Severtson took the Oath of Office.
A motion was made by Staeffler, seconded by Helgeson to appoint Meierhenry Sargent, LLP as the City Law Firm for the following year. All voted yes. Motion carried.
A motion was made by Helgeson, seconded by Staeffler to appoint Clark Engineering as the City Engineer for the following year. Commissioner Jansma recused herself from the discussion and vote. All voted yes. Motion carried.
A motion was made by Helgeson, seconded by Jansma to appoint Commissioner Brian Staeffler as Acting Mayor in the absence of the mayor for the following year. All voted yes. Motion carried.
A motion was made by Jansma, seconded by Helgeson to approve the following Retail (on-off sale) Malt Beverage License Renewal Applications:
Shelly Renken, Valley Corner Bar, LLC. Licensed Premises: 527 Broadway Ave., Valley Springs, SD 57068
Finch & Kelly, LLC, The Pump House. Licensed Premises: 320 Broadway Ave., Valley Springs, SD 57068.
All voted yes. Motion carried.
A motion was made by Staeffler, seconded by Jansma to hire Kaye Sjaarda as supervisor for swimming lessons from June 3rd -14th and a chaperone to help her, as well as a bus driver that will be determined by the Brandon Valley School District. All voted yes. Motion carried.
A motion was made by Jansma, seconded by Staeffler to provide transportation to and from Open Swim at the Brandon pool from July 9th - August 15th, on Tuesdays and Thursdays from 12:30-4:30 pm with the bus driver to be determined by the Brandon Valley School District. All voted yes. Motion carried.
A motion was made by Jansma, seconded by Helgeson to purchase flowers to be planted in the pots and to replace two or three of the flower pots. All voted yes. Motion carried. Thanks again to Jo Larsen for volunteering to plant and care for the flowers this year.
Chip sealing the streets was discussed. A motion was made by Staeffler, seconded by Jansma to accept the estimate from The Road Guy Construction in the amount of $11,000 to chip seal Sunnyside Avenue from Maple Street to Jackson Street. All voted yes. Motion carried.
Commissioner Jansma gave an update on the BV School Facility Review Committee.
After discussing the vacant commissioner seat a motion was made by Helgeson, seconded by Jansma to appoint Lance Bauske for a one year term as Commissioner. All voted yes. Motion carried. Lance will be installed at the June meeting.
The condition of the property at 305 Dunham was discussed and upon recommendation from the Building Inspector to condemn the property, it was agreed that the building inspector should proceed
with the process.
Ryan presented the Public Works Report. Several items were discussed including the need to wire the West Well and Lift Station for a generator, as well as the need to purchase a generator. Estimates
will be presented at the June meeting.
New Summer Hours for the Maintenance Shop workers will be 7:30 am - 4:00 pm from Memorial Day to Labor Day.
A motion was made by Staeffler, seconded by Helgeson to adjourn. All voted yes. Motion carried.
